The heart of a man functions in such a way that it only understands according to the disposition of a man's understanding in life. For example, one can see scarcity of food and rejoice because he sees an opportunity to do a food business, yet there is another who is crying about the scarcity. No matter how much you try to show the one crying that this is an opportunity, he will not understand because he has no place in wisdom.
The verse teaches us not to be quick to share every wise counsel we find with everyone without understanding their place in wisdom. That's because the simple despise wisdom. Notice that he uses the word DESPISE, which means they can not see any value in wise counsel.
When a person is young, they share every good thing that God has placed upon their heart in wisdom. But as you grow in the things of God, you quickly discover that some things can never be shared. Certain levels in God are not open to every soul. Some individuals belong to the milk forever, and others are built to handle the deep things of God. Take time to understand who it is you are sharing great wisdom with.
