The verse teaches a young man to purpose to live a life that becomes a pattern of good deeds, through seriousness and strict regard of truth, coming from pure motives. The purity of your motives will set you apart from the crowd that makes noise. For example, a man may talk rich, act rich, or even have the riches, yet that will still not win him a place among the rich.
Men of small impact speak words of intelligence but the same things they speak mock them by not yielding to them results appropriate for their big words. Therefore, it's not him that talks but rather him that chooses to live the part.
